George Rozelle, PhD
Executive Director
Dr. Rozelle has been working in the field of applied psychophysiology and biofeedback since 1990. He’s a licensed and certified psychotherapist, Board certified neurotherapist, Board certified Quantitative Electroencephalography Technologist (QEEGD), a Diplomate in Neurofeedback, Senior Fellow with the Biofeedback Certification International Alliance (BCIA) and achieved Fellow status by the Association of Applied Psychophysiology and Biofeedback in 2018.
He has presented at state, national and international conferences and has written several Publications including: Neurotherapy for Stroke Rehabilitation: Biofeedback and Self-Regulation. After obtaining his Doctorate from the University of Florida in 1978, Dr. Rozelle worked in clinical and administrative positions in the field of addictions. While serving as Program Director at Anabasis, an innovative addictions treatment program, Dr. Rozelle investigated an innovative approach to alcoholism treatment called alpha-theta brain wave training.
After studying the technique at the Menninger Institute in Topeka, he enjoyed success with brain wave training for addictions. He later was able to apply the technology to help a colleague recover from a stroke. Since then, Dr. Rozelle has worked with many conditions including stress disorders, neurological disorders, depression, anxiety, chronic pain and attention deficit disorders as well as addictions. He also works with highly motivated clients interested in enhancing their performance.
Dr. Rozelle has presented lectures and workshops on a variety of topics including neurofeedback treatment for stroke, traumatic brain injury, trichotillomania, QEEG, peak performance training and transformational experiences. He has led workshops on combining peripheral and EEG Biofeedback, Brain Music Therapy, Mental Fitness Training, Age Related Cognitive Decline and Healthy Aging. He is also served as lead investigator of a multi-site controlled study on neurofeedback treatment of retired NFL professional football players.
Dr. Rozelle has been an active member of the Association of Applied Psychophysiology and Biofeedback (AAPB), the Biofeedback Society of Florida (BSF) and the International Society for Neurofeedback and Research (ISNR). He serves on the Board of Directors of the Biofeedback Society of Florida. He’s also a pioneer in the application of neuroscience to mental fitness training. Cynthia Higgins, MD
Dr. Cynthia Higgins is a trained physician with 10 years experience in psychiatry who shifted her focus from conventional approaches to energy therapy, life coaching and intuitive counseling. She’s a member of the Anxiety and Depressive Disorders Association of America.
Dr. Higgins completed Medical School at the University of South Florida and her Internship in Psychiatry at Duke University. She also earned a Bachelor of Arts Degree in Molecular Biology at Princeton University. Dr. Higgins is a Master Level Instructor for Integrated Energy Therapy, Facilitator for the Whole Life Integration Program and a graduate of the Adoni Institute for Metaphysical Advancement.
Her diverse experience helping patients deal with emotional and behavioral issues includes working in private practice, residential clinics and community mental health centers. Some of her hobbies and interests include fitness, enjoying time in nature, studying ancient cultures, her Siberian Husky named Iro and being a mom to her two children.
Dr. Mariam Tovar, DOM, AP, MD Vzla
Founder and Principal of Total Harmony Medicine, Dr. Mariam Tovar combines her experience in Western Medicine, Traditional Chinese Medicine (TCM), Functional Medicine – Functional Diagnostic Nutrition (FDN), Gut and Psychology Syndrome (GAPS) and Breath work therapy; offering her patients a medical treatment designed for their specific needs and the opportunity to find their inner healer, honoring the patient’s emotions with a high level of ethics and professionalism.
Dr. Tovar started studies in UCV (Universidad Central de Venezuela) where she had the opportunity to practice The Alma Ata Declaration (WHO) which is based in preventive programs and also use The Graffar Method. She transferred to Carabobo’s University in Venezuela and got her Medical Doctor Degree in 2000. She also achieved the Professional Breathing Work Therapy Certification by the Rebirthing Center of Venezuela. During the next three years, she did her medical residency at Palo Negro’s Hospital in Venezuela and at the NPA (Nucleus of Primary Attention).
Dr. Tovar was interested in medical aesthetics and in 2006 she achieved a Paramedical Skin Care Associate Degree from Florida College of Natural Health, giving her a different healing perspective. In 2004 she received the certification on Bach flower therapy and she continued her studies at Florida College of Integrative Medicine and graduated in 2011 with a Degree of Doctor in Traditional Chinese Medicine (TCM) and Acupuncture. She was certified in Body Talk and Bars – Level I and II by Dr. Akia Azula. She is convinced that the human being is integrated and that any modification in one area affects the rest. Dr. Tovar is a GAPS (Guts and Psychological Syndromes) counselor. This protocol was created by Dr. Natasha Campbell to reverse autism based on nutritional changes, also working successfully on any other Psychological pathology related diagnosis such as ADHD, Depression, Alzheimers, IBS and Celiac Disease.
Kendra Simpkins, MSW, LCSW, CRRT
Kendra Simpkins is a Licensed Clinical Social Worker and owns Sarasota Rapid Resolution Therapy. She works with Dr. Jon Connelly, the founder of Rapid Resolution Therapy (RRT). RRT is an innovative short-term therapy that clears emotional disturbances such as PTSD, sexual trauma, guilt and grief.
Kendra received a Master’s of Science in Social Work from Columbia University and a Bachelor of Arts in Psychology from the University of South Florida, graduating magna cum laude. As a US Army veteran, Kendra specializes in military related trauma and provides a unique perspective outside of Veterans Affairs programs. During her graduate program at Columbia, she conducted research in PTSD and trauma at Columbia Medical Center and provided therapeutic counseling to many veterans. She is the President and Founder of Operation Warrior Resolution, Inc. (OWR) a 501c3, which provides RRT to military. Kendra is the Clinical and Program Director of OWR’s veterans healing retreats providing alternative approaches to treatment. Her work with veterans and RRT has been featured on national and local news and radio.
Kendra regularly travels nationwide to train other mental health professionals in RRT. She believes in the holistic approach to mind and body healing and offers trauma-informed yoga, as well as Access Consciousness Bars to clear the physiological effects of trauma. Oxana Dats, Evox Practitioner and Coach
Oxana Dats was born in Lviv, Ukraine, and Graduated from the University of Ivan Franko with a degree in Mathematics. In 1995 she immigrated to the United States and lived in New York and New Jersey. In 2002, she started working in the mortgage industry and since has helped thousands of families. Happily married for 32 years, now a mother and grandmother, she made the tropical move to Sarasota in 2014. She is the owner of Gift of Health FL, LLC. She is a Certified Raw Food Nutritionist, a John Maxwell Certified Speaker and Coach, Author, Life Purpose Coach, and Ordained Spiritual Healer.
Based on many years of experience in working with clients, Oxana realized that the key to a healthy and happy life is hidden in maintaining balance in all the areas of our lives. Carrie Phelps, LMHC, CAP, CST, SER (MA89737)
Carrie owns CenterPointe Counseling and Recovery in Venice. The joint venture CenterPointe at MindSpa offers an Intensive Outpatient Program (IOP) for subtstance abuse. This unique collaboration of addiction treatment professionals in the region combines traditional therapy with the latest in brain-based technology supported by select spa services.
Carrie is a licensed Mental Health Counselor and Certified Addiction Counselor who has been working in the field of addiction for more than 25 years. She not only works in the field professionally, but she’s been in recovery herself from her own addiction for the past 26 years.
Carrie also has experience working with adolescents and adults coping with anxiety, depression and post traumatic stress disorder. For the past four years, Carrie has been facilitating Intensive Outpatient Groups (IOP) for clients who need extra support for mental health and substance abuse issues. The groups focus on cognitive behavior therapy and learning new ways to process thoughts and feelings.
Cranial Sacral therapy (CST) by Carrie Phelps
CST is a light touch therapy that works with cranial sacral system, the fluid that protects your brain and spinal cord. This fluid has a flow to it and if there are restrictions in your body then it can compromise the function of the central nervous system and throughout the whole body. CST helps to release these restrictions by light touch therapy and relaxing the CNS and reducing pain and stress and promotes well-being.
During a CST session the client will lay on a massage table fully clothed the therapist will place hands under or on top of the client using only 5 grams of pressure to assist the body in a gentle release. CST has been proven to improve many dysfunctions throughout the body including: migraines and headaches, neck and back pain, Stress and tension, spinal cord injuries, post-concussion symptoms, chronic fatigue, fibromyalgia, scoliosis, central nervous system disorders, PTSD, ADHD/ADD, anxiety and depression and many more.
Carrie is a licensed mental health counselor (LMHC) and a licensed massage therapist. She has received training form the Upledger Institute in Craniosacral therapy (CST) and somatic emotional release (SER). She has experience assisting the intensive CST therapy program and is a qualified teaching assistant with Upledger Institute. Carrie combines these modalities to help the client connect the body, mind and spirit.
Jeffrey Anglin, MSW, CAP
Jeffrey Anglin is the Clinical Director of CenterPointe at MindSpa’s Intensive Outpatient Program. He holds degrees from Denison University and Ohio State University. Jeff moved to Florida from Ohio in 1993 and became Director of Substance Abuse Services for Charlotte Behavioral Healthcare. In 1997, Jeff was appointed Director of the agency’s Crisis Stabilization Unit. In 1998, he founded the first 24-hour walk-in clinic for substance abuse and mental health in the state of Florida.
Jeff owns Morningstar Counseling, a private practice specializing in the treatment of addictive disorders. Over the past two decades, he has earned a reputation in the community for treating these survivors. He’s also trained in the treatment of Post-Traumatic Stress, and continually updates his knowledge of science-based practices related to trauma recovery.
Additionally, Jeff contracts to provide services for impaired medical professionals, persons with HIV/AIDS and children placed in foster care. He is board certified in addictions (Florida Certification Board) and his practice is licensed by the Florida Department of Children and Families.

Dr. Barbara L. Bakus, DO, ABIHM is a board certified Family Physician. She is also board certified in Integrative Holistic Medicine, and has completed an Integrative Medicine fellowship with Dr. Andrew Weil at the Arizona Center for Integrative Medicine. Additionally, she has trained at UCLA Helm’s course for Medical Acupuncture. Dr. Bakus is also MAT Certified in Addiction Medicine.
